
Farmers group Kilusang Magbubukid ng Pilipinas (KMP) joins the growing public clamor demanding the accountability of Vice President Sara Duterte for the blatant misuse of hundreds of millions in Confidential and Intelligence Funds (CIF). We call for immediate impeachment proceedings against her for corruption and betrayal of public trust.
The Vice President’s repeated refusal to face the Congressional investigation, compounded by her harassment of ACT Teachers Partylist Rep. France Castro, demonstrates an alarming disregard for transparency and accountability. Instead of addressing the serious discrepancies flagged by the Commission on Audit (COA) and revealed during the House hearings, Duterte has resorted to theatrics and political diversions to evade responsibility.
Recent investigations exposed fraudulent liquidation reports and fabricated receipts for CIF disbursements amounting to ₱112.5 million under the Office of the Vice President (OVP) and more under her tenure as Secretary of the Department of Education (DepEd). These funds, allocated under dubious circumstances, should be scrutinized and those involved prosecuted to the fullest extent of the law.
“The Vice President cannot cry politics to excuse plunder,” said KMP chairperson Danilo Ramos. “The misuse of public funds is a crime, and no amount of grandstanding or finger-pointing can absolve her. Her actions betray the trust of the Filipino people and make a mockery of the institutions she is supposed to serve.” Ramos said as far farmers are concerned, VP Duterte is guilty of plunder and betrayal of public trust.
Ramos also criticized Duterte’s attempts to vilify Rep. Castro, who merely exercised her duty to demand accountability from public officials. “Sara Duterte’s attacks on Rep. Castro and other progressive lawmakers reflect her desperation to shift the narrative. The truth remains: the evidence of corruption is mounting, and the people demand justice.”
KMP strongly supports efforts to abolish CIF allocations across all government agencies, which have long been sources of corruption and abuse. These unaccountable funds are used to oppress dissent and deprive vital social services of much-needed resources.
We call on Congress to act decisively by filing impeachment complaints against Vice President Duterte and her co-conspirators. If the Marcos-Duterte regime continues to shield her from accountability, it will only deepen the public’s indignation and erode the credibility of our democratic institutions.

It is about dismantling a political system that empowers political dynasties like the Dutertes and Marcoses to loot the nation’s coffers while trampling on the rights and welfare of the people.

“Ultimately, the power to end the crimes of the Dutertes and Marcoses lies in the hands of the people,” Ramos concluded. “Let us persist in our struggle for justice, rights, and genuine democracy.”
