The Kilusang Magbubukid ng Pilipinas (KMP) today renewed calls for full accountability over the massive misuse of confidential funds under Vice President Sara Duterte, following revelations of more dubious names among the supposed recipients of the Php500 million in confidential funds for the Office of the Vice President (OVP).
Danilo Ramos, KMP Chairperson and Makabayan Senatorial Candidate, slammed the brazen misuse of public funds, saying the newly discovered list of fake names — including five “Dodongs,” a “Jay Kamote,” and a “Miggy Mango” — reflects a pattern of deliberate corruption. He said these dubious identities underscore the depth of the scandal and the urgent need for accountability.
Seven additional questionable names appeared in the OVP’s liquidation reports for the P500 million in confidential funds used between December 2022 and September 2023. The latest batch of fictitious names include five “Dodongs” — Dodong Alcala, Dodong Bina, Dodong Bunal, Dodong Darong, and Dodong S. Barok — as well as “Jay Kamote” and “Miggy Mango.” These absurd names have no official records with the Philippine Statistics Authority (PSA) — no birth, marriage, or death certificates — raising serious doubts about the authenticity of the transactions.
Paanong nagkaroon ng limang Dodong sa payroll ng OVP? Pati ba naman sa paglustay ng pondo ng bayan, may mala-cartel na?” Ramos said. *”Hindi ito simpleng pagkakamali o kapabayaan — ito ay isang planadong pagnanakaw sa kaban ng bayan.”
Ramos described the pattern of using fictitious names to justify the liquidation of confidential funds indicates deliberate and premeditated corruption. “The use of clearly fake names — including snack brands like “Mary Grace Piattos” and “Pia Piatos-Lim,” and cellphone-inspired names like “Xiaome Ocho” — points to a coordinated effort to fabricate beneficiaries and cover up the real flow of funds. This is a deliberate and systematic embezzlement orchestrated by the OVP under Duterte.
“Nagkaroon ng junk food, cellphone, at ngayon may kamote at mangga. Tapos, may lima pang ‘Dodong’ — para bang isang pantastikong sindikato!” Ramos remarked. Sinadyang ilista ang mga pangalang ito para palusutin ang pagkakagastos ng kalahating bilyong piso sa confidential funds.”
According to PSA’s certifications dated Dec. 8 and Dec. 11, 2024, the listed names had no official records — meaning the individuals who supposedly received the payments do not exist. Ramos said this strengthens the case for Duterte’s impeachment, which revolves around the alleged misuse of Php612.5 million in confidential funds under both the OVP and the Department of Education (DepEd) during Duterte’s tenure as secretary.
“Kung walang ganitong mga pangalan sa PSA, sino talaga ang nakinabang sa perang ito?” Ramos questioned. “Hindi ito kapabayaan kundi malinaw na modus ng pandarambong.”
Ramos pointed out that the misuse of confidential funds is not an isolated incident but part of a broader pattern of corruption under the previous Duterte administration. He recalled that even during Rodrigo Duterte’s presidency, confidential and intelligence funds were used without proper oversight and accountability.
“Matagal nang ginagamit ang confidential funds para sa mga malabong gastusin. Lalong lumala ang ganitong kalakaran sa panahon ni Rodrigo Duterte at hanggang sa kasalukuyan.”
The KMP chairperson stressed that the exposure of these fraudulent names should not be treated as mere political scandal but as a direct attack on the Filipino people’s trust and resources. The farmers group calls for full accountability and justice. Hindi sapat ang impeachment. Dapat may managot sa kasong ito. Kung walang panagutan, paulit-ulit lang na mangyayari ito sa bawat administrasyon,”Ramos said.
He also called on the Senate to expedite Duterte’s impeachment trial and ensure that those involved in the misuse of funds face legal consequences. “Hindi pwedeng walang mangyari sa kasong ito. Ang mga magsasaka, manggagawa, at karaniwang mamamayan ang pinagkaitan ng pondong ito. Habang walang makain at walang hanapbuhay ang marami sa ating kababayan, mayroong nanloloko at nagpapakasasa sa pera ng bayan,” Ramos added.
The KMP urged the Commission on Audit (COA) to release the full details of the OVP’s confidential fund disbursements and called on the Senate to hold Duterte and her allies accountable. Hindi ito simpleng anomalya. Ito ay isang krimen laban sa taumbayan,” Ramos said. “Hindi natin titigilan hanggang makamit natin ang hustisya.”
The KMP also called on the public to demand justice and accountability. The group also urged voters to remember this scandal in the upcoming elections and reject candidates who have been complicit in corruption and abuse of power. ###
