Land Grabbing and Land-Use Conversion in Central Luzon

Widespread demolition and displacement plague Central Luzon due to the large-scale conversion of thousands of hectares of agricultural lands to make way for anti-people government projects and large businesses, which further worsen the already deplorable situation of the farmers and residents in the region.

The so-called “Rice Granary of the Philippines” with its expansive agricultural lands experience massive overhaul, and is being turned into expressways, airports, malls, industrial parks, warehouses, subdivisions, recreation parks, military camps under the Central Luzon Development Plan. Reclassification and land-use conversion in the region are being carried out quickly, intensified by the Duterte administration’s Build, Build, Build program (2017-2022), which continues under the Marcos Jr. administration’s Build Better More program (2023-2028). These result in rampant displacement among farmers, fisherfolk, and indigenous people who depend on the land for their primary livelihood and shelter.

While the price of rice skyrocketed, and a Food Security Emergency on Rice was declared, destructive and anti-farmer projects that target rice producers prosper.
