In a Senate Committee on Agriculture hearing on April 8, the Kilusang Magbubukid ng Pilipinas (KMP) warned that rising oil prices are worsening the crisis in agriculture and pushing the country toward a deeper food supply shortage. The increasing fuel and fertilizer costs are sharply driving up production expenses and forcing small farmers to cut back on planting or incur more losses and debts. Some farmers have stopped farming altogether due to recent oil price shocks.

“The continued rise in oil prices is directly hitting farmers’ livelihoods,” KMP Secretary General Ronni Manalo manifested during the hearing. “Tumataas ang gastos sa langis at abono. Dahil dito, napipilitan ang maliliit na magsasaka na hindi na magdilig, magbawas ng tanim o tuluyang malugi.”

As production declines, food prices continue to rise. “Bumababa ang produksyon at tumataas ang presyo ng bigas at pagkain. Doble ang epekto sa mga magsasaka at mga nagtatanim ng pagkain”

KMP criticized the government’s response as severely lacking and tokenistic. “Kulang na kulang ang tugon ng gobyerno,” the group said.

KMP called for urgent and decisive actions. “Dapat kontrolin ang presyo ng langis, abono, at iba pang agricultural inputs. Alisin ang excise tax at VAT sa produktong petrolyo at magpatupad ng price ceiling kung kinakailangan,” the group said. It also demanded substantial subsidies, stressing, “Magbigay ng hindi bababa sa P50,000 subsidyo kada anihan sa mga magsasaka at buwanang subsidyo sa mga mangingisda.”

The group further urged stronger support for local production and fair pricing. “Tiyakin ang sapat na patubig, binhi, abono at iba pang suporta. Bilhin ang palay sa presyong mas mataas sa P20 kada kilo,” it said, alongside tighter regulation of imports. “Limitahan o kaya’y alisin na ang importasyon at pigilan ang pagpasok ng imported na bigas tuwing anihan.” It also called for protecting agricultural land. “Itigil ang land conversion at protektahan ang mga lupang sakahan.”

“Kailangan ang agarang at mga konkretong solusyon,” KMP stressed. “Nakaamba ang mas malalang krisis sa pagkain at kailangang magkaisa at humanap ng paraan ang mga magsasaka at lahat ng apektadong sektor.” ###
